投稿后收到Major revision and reconsider

Journal of Food Engineering投稿一周，期间一直是with editor，今天变成revision。是不是还没有进入peer review环节啊？
编辑原文如下：

I would like to ask you to revise your manuscript to include an additional section on opportunities in food engineering research. In addition, your manuscript will be considered for further review if it is professionally edited for its language and a certificate must also be provided.

这是再加一个章节的意思吗？
