APL投稿求助：副编辑拒绝了，可以转投AIP

小弟投了一篇APL，11天后被拒，没有送审，副编辑拒绝了，可以转投AIP，但是我看下面是不可用的链接，比较迷惑，请有经验的同仁指点一下，假如转投的话怎么转投。谢谢
