ACS审稿时间太长, 找编辑询问得知一位审稿人迟迟不提交，没有这个审稿意见不行吗

催稿得到这样的答复：

Due to some unforeseen circumstances regarding a reviewer, your paper is taking longer than average to proces. Thank you for your patience, and we hope to have a decision for you soon.

大家觉得现在是什么情况，现有审稿意见有正面的吗，不然应该直接给我拒了把。
